Petronas finds new gas deposits in SARAWAK



In a statement by Petronas on 31 October 2013, it said the first discovery was via the Pegaga-1 well in Block SK320, offshore Sarawak, which is operated by Mubadala Petroleum through a Malaysian affiliate. 

The Pegaga-1 well is located about 250 km northwest of Bintulu, in a water depth of 108 meters. 

"The operator plans to conduct further drilling to determine the volume of the discovery and the gas quality," the company said.

Its unit, Petronas Carigali Sdn Bhd has a 25% interest in the block.

The discovery in Block SK320 proved that there was still hydrocarbon potential in the Sarawak Basin, Petronas said. 

The company, together with its production sharing contractors, is actively exploring in the basin through exploration drillings, both in the shallow and deep water areas, as well as acquiring new seismic, electromagnetic and gravity data to unlock the undiscovered potential of the areas.

Several oil and gas multinationals have been successful in their recent exploration drilling in Sarawak with several notable discoveries such as NC3/NC8, B14, Tukau Timur Deep, Kuang North and Kasawari.

Kisah kampung di Sabah - JLORENS MILOG

Dalam minggu ini,saya telah membuat satu kajian tentangg potensi pelancongan di salah sebuah kampung (kampung X) yang baru bertapak/dibina sejak sekitar tahun 60-an. 

Di kampung ini, berdasarkan apa yang saya lihat.kampung ini telah menikmati pelbagai kemudahan yang diberikan oleh kerajaan. Antaranya ialah sekolah rendah yang dibina menggunakan konkrit separas pinggang, bekalan elektrik, dan yang paling jelas ialah keselesaan jalan raya yang sangat baik kualitinya (two way)(dalam gambar).

Melalui kajian ini, saya langsung teringat akan keadaan kampung saya yang yang sudah bertapak sejak sekitar awalan 20-an. Antara kemudahan yang dinikmati hinggalah sekarang ialah bekalan elektrik yang hampir setiap hari mengalami kerosakan (black out). 

Manakala kemudahan sekolah hanya boleh didapati apabila berjalan kaki selama sejam lebih dari kampung dan bangunan sekolahnya tetap sama sejak tahun 90-an hinggalah sekarang 2013. Nasib baiklah org kampung selalu gotong royong menampal "situ dan sini, atas dan bawah" pada dinding dan tangga apabila berlaku kerosakan.

Dan yang paling menyedihkan ialah keadaan jalanraya yang sangat teruk. Jalan raya (one way only). Jalanraya di kampung saya memang pernah dibuat tapi dalam masa 1-3 tahun sahaja, ia sudah mulai kelihatan seperti jalan di tempat kegiatan pembalakan.

Kalau ikut logik, sepatutnya.mana-mana kampung yang sudah lama bertapak, seharusnya juga sudah banyak menikmati kemudahan dari kerajaan. Tapi dalam kes ini. kampung yang dikira baru dibina malah lebih cepat menikmati kemudahan dari kerajaan. 

Dimanakah silapnya dan apakah salahnya kampung saya sehingga kerajaan kurang mempedulikannya?


Allah decision is a breach of Malaysia agreement - DATUK DR. JEFFREY KITINGAN

As the debate over the Allah decision rages, politicians from East Malaysia argued that the controversial Court of Appeal ruling is a breach of the Malaysia agreement.

Constitutional lawyers also weighed in on the issue, saying it was a clear case of a breach of the 1963 Malaysia agreement if East Malaysian Christians are barred from using the word Allah in any part of the federation.

Sabah State Reform Party (Star) chairman Datuk Dr Jeffrey Kitingan said the Court of Appeal ruling went against the first point of the agreement which touched on freedom of religion.

Point 1 of the 20-point condition that Sabah drew up and the 18-point condition Sarawak drew up, which Malaya had to agree to before forming Malaysia, stated that: “While there was no objection to Islam being the national religion of Malaysia, there should be no state religion in Borneo (Sarawak & Sabah), and the provisions relating to Islam in the present Constitution of Malaya should not apply to Borneo.”

Kitingan, a vocal proponent of restoring the full autonomy and rights of Sabah and Sarawak under the 20 and 18-point agreements, also pointed out that the country's first prime minister, Tunku Abdul Rahman, had given a clear assurance on religious freedom in Parliament on October 16, 1961.

He then quoted Tunku: “One reaction in the Borneo territories was that the Malaysia concept was an attempt to colonise the Borneo territories ... the answer to this was, as I said before, it is legally impossible for the federation to colonise because we desire that they should join us in the federation in equal partnership, enjoying the same status between one another, so there is no fear that Malaysia will mean that there will be an imposition of Islam on Borneo ... so everybody is free to practise whatever religion.”

Kitingan said Sabah natives marked the assurance of religious freedom in the Malaysia agreement by literally carving it in stone, the Batu Sumpah or Oath Stone.

“It essentially states that as long as this religious freedom is respected, we shall be loyal to Malaysia,” added Kitingan, who in 2010 founded the United Borneo Front (UBF), a non-governmental organisation aimed at safeguarding the rights of Sabah and Sarawak in the 20-point and 18-point agreements.

Echoing Kitingan's view that the Court of Appeal ruling had breached the agreement was Sarawak PKR chairman Baru Bian.

“This decision is a betrayal of the undertaking given to our forefathers when they agreed to join in the formation of Malaysia,” Baru said.

“The rights of Sarawakians and Sabahans were also protected in the Government Paper 'Malaysia and Sarawak' dated January 4, 1962.”

Spekulasi ancaman "Melayu Baru" - MANIPULASI POLITIK PERKAUMAN



Istilah 'MELAYU BARU' adalah salah satu cara lagi manipulasi politik berbau perkauman yang sedang rancak diformulakan dan dipraktikan oleh Kuala Lumpur untuk terus memperkukuhkan kedudukan politiknya khasnya di Sabah dan amnya di SS. Tindakan 'memelayukan' bangsa lain terutamanya KDMR oleh Kuala Lumpur jelas dan nyata suatu tindakan yang berbau perkauman dan boleh mengundang perpecahan bangsa dan kaum di Persekutuan Malaysia.

Permainan manipulasi politik yang melibatkan suku kaum ini membolehkan bangsa Melayu mendapat jumlah kependudukan dan taburan penduduk yang sangat tinggi di Persekutuan Malaysia. Dari segi politiknya, parti tertentu (UMNO) akan terus mendominasi jumlah pengundian. Kemungkinan besar akan ada lagi rombakan persempadanan yang akan dilakukan sebelum PRU14 nanti dan sudah pastinya jumlah kerusi untuk parti UMNO akan ditambah.

Sebagai contohnya DUN N32 Tambunan.

Sehingga PRU13 N32 Tambunan hanya SATU DUN saja. Saya percaya N32 Tambunan ini akan dipecahkan kepada TIGA DUN menjelang PRU14. Pecahan ini terdiri adalah seperti berikut: DUN N32 (PBS), DUN N61 (UMNO) dan DUN N62 (UMNO). Sempadan bagi N32 dipanggil TRUS MADI, sempadan N61 dipanggil PATAU dan N62 dipanggil KITOU. Jumlah keseluruhan kerusi BN akan naik...begitu juga kerusi UMNO juga akan bertambah.

Secara peribadi, formula baru "MELAYU BARU' ini HANYA SATU TUJUAN iaitu MANIPULASI POLITIK!

Ulasan Bajet 2014 Daripada Perspektif Anak Muda Negara Sabah - UVSB

Assalamualaikum dan Salam Perpaduan...

Ada rakan meminta saya memberikan ulasan dan buah fikir berkenaan Bajet 2014 yang baru dibentangkan minggu lalu. Sebenarnya, sebagai orang yang tidak mempunyai latar belakang ekonomi (sekadar mengambil subjek ekonomi sewaktu Tingkatan 6), saya cuma ingin memahaminya dengan lebih baik melalui pembacaan dan pemahaman istilah-istilah ekonomi yang digunakan. Memberi ulasan pula sudah pasti sekadar ulasan umum tanpa sokongan fakta teknikal yang mantap. Namun setiap daripada rakyat Malaysia wajar memahami skop perbelanjaan kerajaan kerana itu merupakan hak rakyat. Ia tidak boleh dipandang mudah tetapi harus diusahakan untuk memahaminya sekalipun pada tahap minima.

Soul 2 Soul 2.0 - RELIGIOUS HARMONY IN SARAWAK




It was a show of religious harmony by Christians and Muslims in Sarawak yesterday even as the debate over the October 14 court ruling on the word Allah raged on.

The Borneo Post reported that non-governmental organizations Angkatan Zaman Mansang Sarawak and the Islamic Information Centre organized a forum called “Tweeting Up Unity: Social Cohesion Through Social Media”, under the Soul2Soul 2.0 interfaith forum series, at the Christian Ecumenical Worship Centre in Kuching.


The event's keynote speaker was social activist Datin Paduka Marina Mahathir, who was also a panelist. It was attended by over 200 youths from higher learning institutions and government agencies.

State Youth Development assistant minister Datuk Abdul Karim Rahman Hamzah hailed the event as "a shining example of Sarawak's religious harmony".

SARAWAK: THE REAL DEAL


A summary

This book is about defending the inalienable right of our peoples to self-determination, national identity, territorial integrity, our truth, our seas, our skies and our sovereignty. It is dedicated to our young sons and daughters of Sarawak; and also to our compatriots who had sacrificed much to defend our homeland from foreign rule

It is the story of the betrayal of the independent kingdom of Sarawak - through trickery, coercion and subterfuge - to become part of a larger whole a.k.a. Malaysia.

Sarawak sovereignty was won, and lost three times: from genesis on 24 September 1841 to Japanese occupation in 1942, British colonial rule in 1946 and finally, incorporation as the 13th state of Malaya under the guise of “independence within Malaysia” on 16 September 1963.

The book uncovers many facts on Sarawak previously unknown, conveniently forgotten or simply, hidden. Much of the accounts are sourced from valuable reports compiled from official sources such as Council Negri proceedings and ‘Sarawak by the Week’ gazette by Ho Ah Chon who deserves the title of ‘Sarawak Chronicler’. To top it, the declassified British documents connect the dots to reveal the sinister truth behind the formation of Malaysia.

Prior to British colonization Sarawak had a history of 100 years of independence and sovereign rule. During WWII Rajah Vyner Brooke had already spurned Britain’s proposal of the Malayan Union plan to merge Malaya and Singapore with British Borneo into one colonial administration. After the surrender of the Japanese, the British government succeeded in twisting Brooke's arm to cede Sarawak to make it a Crown colony on 1 July 1946.

The UN Decolonization Declaration under Resolution 1514 (XV) of 14 December 1960 necessitated the British to revive their Malayan Union plan to perpetuate their strategic and economic interests in the region; it was fact the process of decolonization by imperial powers in their sunset years had become a process of manipulating local allies into power and controlling the newly independent states; or incorporate territories under a federal system controlled by friendly, often repressive regimes.

The announcement by Tunku that Britain and Malaya had proposed to incorporate the three British Borneo states into the federated states of Malaya under his Greater Malaysia Plan to make it fourteen, touched off widespread protest and opposition.

The most damaging piece of evidence from the declassified documents reveal Malaysia was already pre-determined - in secret discussions between McMillan and Tunku in London - to surrender the sovereignty of British Borneo to Malaya.

Nevertheless, Britain and Malaya had to go through the motions in the making of Malaysia, by employing the stratagems of the Cobbold Commission, the Inter-Governmental Report and the United Nations Assessment to appease the Borneons, the British public and the international community. The communist bogeyman was also demonized and hunted down to ‘crush’ anti-colonial and anti-Malaysia sentiments to ensure that nothing, but nothing would stand in the way of British/Malaya plot to take Sarawak to the slaugher-house.

For Sarawak it was a clash of history.

In his parting message to the people the Rajah in 1946, had expressly affirmed on behalf of the British government that Sarawak would not form part of the Malayan Union, and that Britain would eventually restore Sarawak sovereignty according to Clause 7 of the Nine Cardinal Principles in the preamble to the 1941 Sarawak Constitution: “The people of Sarawak shall be entrusted in due course with the governance of themselves, and that continuous efforts shall be made to hasten the reaching of this goal by educating them in the obligations, the responsibilities, and the privileges of citizenship”.

Britain had breached its oaths by its actions to convert its British Borneo colony into a Malaya colony, and denying the peoples their inalienable right to self-determination by failing to restore their territorial sovereignty and people sovereignty. In the process Britain in concert with foreign influences and interferences, took armed action and repressive measures to rob Sarawakians of their right to peacefully and rightfully assert their right to complete independence. All this was a gross violation of UN Decolonization protocol, despite strong protests from Indonesia, Philippines, Russia and Pakistan who in the main, denounced the Malaysia Plan as a neo-colonialist plot.

Britain had not granted British Borneo independence first, nor did Britain ever had the intent to hold a referendum for Sarawak because, as Tunku had said, “the people would not understand”.

The Malaysia Agreement was inked on 9 July 1963 (Sarawak representatives had no mandate to present themselves as the government, but that is another story) and on 26 July, the Malaysia Bill was pushed through the House of Lords in the British Parliament to form the Federation of Malaysia on 31 August 1963, a date deliberately chosen by Tunku to match Malaya independence day.

Malaysia came into being on 16 September 1963, instead of 31 August, the delay being to accommodate Indonesia and Philippines demand for a plebiscite for Sarawak and North Borneo, which was met by a phoney “UN Assessment” to avoid a referendum and to legitimise Malaysia in the eyes of the world.

For Sarawak once a proud and independent kingdom, the sweetheart deal conjured between Britain and Malaya in the formation of the Federation of Malaysia had transformed into the “RAW DEAL” for Sarawak.

Up to today, the belief in the intrinsic right to self-determination and, freedom of the people to decide the destiny of their country has not been extinguished, and is still beating in the hearts of many Sarawakians. But, will this cry in the wilderness be heard? Is it 50 years too late?

Bajet 2014: Peruntukan besar di Sarawak biar pada tempatnya

Bajet 2014 yang amat dinanti-nantikan itu sudah pun dibentangkan. 


Ramai menggelar belanjawan kali ini sebagai ‘Bajet GST' dan ‘Bajet Gula', merujuk kepada cadangan perlaksanaan sistem GST bermula pada tahun 2015 dan pemansuhan subsidi gula mulai Sabtu lepas


Dari sudut ini, Bajet 2014 jelas belanjawan yang berani kerana cuba untuk tidak populis.

Mungkin ini cerminan ‘keyakinan' perdana menteri dengan mandat baru beliau pada pilihan raya umum ke-13 (PRU13) yang lalu, khususnya daripada Malaysia Timur. 



Sekilas pandang, Bajet 2014 tampak lebih mesra Sarawak dan Sabah. 



Berikut projek-projek utama yang dikhususkan untuk Malaysia Timur dalam pembentangan Bajet 2014 yang lepas:
  1. RM850 juta untuk kabel dasar laut bagi peningkatan capaian Internet di Sarawak dan Sabah.
  2. RM500 juta untuk Lebuh Raya Pan-Borneo
  3. RM331 juta untuk penyeragaman harga barangan di Sarawak dan Sabah.
  4. RM312 juta untuk menaik taraf beberapa lapangan terbang termasuk di Sarawak dan Sabah.
  5. RM130 juta untuk subsidi pengangkutan udara luar bandar di Sarawak dan Sabah.
  6. RM75 juta untuk bantuan tangki air di Sarawak.
  7. RM50 juta untuk kerja pengukuran dan pengesahan tanah adat bumiputera Sarawak dan Sabah.
  8. RM30 juta untuk 60 buah Kedai Rakyat 1 Malaysia di Sarawak dan Sabah.
  9. Dua buah RTC untuk Sarawak dan Sabah.
  10. Sebuah UTC di Sarawak
Secara keseluruhan, projek-projek di atas berjumlah sekurang-kurangnya RM2.3 bilion. Jelas ia peruntukan yang lebih besar berbanding tahun-tahun sebelum ini. 

Tentunya rakyat Sarawak tanpa mengira kaum dan agama bersyukur kepada Allah atas peruntukan sebesar ini. 




Namun adakah cadangan-cadangan perdana menteri ini menepati keperluan sebenar rakyat di sana?


Sebagai contoh, peruntukan RM850 juta untuk kabel dasar laut walaupun baik tetapi saya kira agak besar dan tidak menepati keperluan sebenar rakyat Sarawak, khususnya di luar bandar.

PRESS STATEMENT “How Can MyKads Issued by NRD be Fakes? – Dr. Jeffrey” 


Datuk Dr. Jeffrey Kitingan is the Chairman of STAR Sabah and State Assemblymen for N33, Bingkor, Sabah.

Kota Kinablau: “The federal government should admit that there is now a serious problem of identifying who is a genuine Malaysian and who is not because of the rampant unlawful issuance of MyKads to foreigners” said Datuk Dr. Jeffrey Kitingan, 

STAR Sabah Chief in response to the arrest of 20 security guards with fake Mykads. The abuses of the National Registration Department (NRD) facilities by certain political groups to serve their political agenda had now reached national proportions that will eventually destroy this nation if left unresolved. 

“I doubt whether these are really fake MyKads” questioned Dr. Jeffrey. 

“How is it possible for the companies to recruit these people in the first place, if they didn’t have a genuine MyKad” he asked further. “Or do they (MyKads) become fakes only if they do something wrong. Whether or not they are fakes these are likely to be the product of the Project IC in Sabah”. 

The government cannot and should not continue to deny the existence of the so-called “Project IC” or whatever name they are called and there are evidences that the issuance of dubious MyKads are this happening. 

People are now wondering what is going to happen to the Royal Commission of Inquiry (RCI) which has recently concluded hearings for this purpose? How ironic it is for us to establish ESCOM/ESSZONE to protect Sabah from external intrusion and invasion when the government also know that potential “intruders” are already running all over the Sabah previously and now all over Malaysia as “Malaysians” with MyKads given by the Malaysian government, hand delivered personally in many cases by Malaysian government officials and Umno leaders. 

Judging from the population “explosion” and the extraordinary increase in Sabah’s population from 1960 to 2010 compared to the rate of increase in the Peninsular and Sarawak, there could be as many as 1.5 million “Malaysians” with fake MyKads and part of the problem is now exported from Sabah to the Peninsula. 

It is time for all genuine Malaysians to wake up to this problem and make the government responsible for their wrongdoings and resolve them.

Bajet 2014: Reformasi tanah adat (SARAWAK)

Reformasi tanah adat


Isu tanah adat bumiputera atau NCR di Sarawak isu besar yang menunjangi perasaan tidak puas hati sebahagian besar rakyat Sarawak, khususnya Dayak, terhadap kerajaan negeri.

Isu dasarnya bukanlah semata-mata tentang mempercepatkan pengukuran dan pengesahan status tanah NCR, tetapi jauh lebih penting ialah pengiktirafan kerajaan negeri terhadap hak bumiputera ke atas tanah adat turun-temurun mengikut hukum adat mereka sendiri.

Mempercepatkan proses pengesahan tanah NCR atau ‘perimeter survey' ini pada asasnya mempercepatkan proses pengambilalihan tanah itu oleh kerajaan negeri dan agensi berkaitan, tanpa perlu mengiktiraf status ‘pulau galau' (hutan simpanan komunal) dan ‘pemakai menoa' (domain wilayah rumah panjang) tanah-tanah rakyat ini sebagai tanah NCR.

Isu definisi tanah adat ini sebenarnya sudah pun diakui oleh Mahkamah Tinggi dalam kes Nor Nyawai pada tahun 2001.

Kes itu menjelaskan bahawa tanah NCR bukanlah hanya ‘temuda' (kawasan terdekat dengan rumah panjang yang juga digunakan untuk bercucuk-tanam dan lain-lain) sepertimana yang difahami oleh kerajaan negeri.

Tanah NCR tetapi juga termasuk ‘pulau galau' dan ‘pemakai menoa'. 


Ini adalah isu penghakisan hak rakyat bumiputera Sarawak oleh kerajaan negeri dan agensi-agensinya ke atas tanah-tanah adat mereka. 

Sebenarnya bukanlah RM50 juta ini yang diperlukan, tetapi yang rakyat mahukan ialah reformasi undang-undang berkaitan tanah adat secara komprehesif.

Ini agar tanah NCR mereka tidak terus dirampas oleh pihak-pihak berkepentingan.

Ya, benar rakyat Sarawak juga akan menerima manfaat daripada inisiatif BR1M, i-BR1M dan peruntukan-peruntukan untuk sistem kesihatan, pendidikan dan pembangunan luar bandar yang lain.

Namun demikian, persoalannya setakat manakah peruntukan-peruntukan besar untuk Sarawak ini benar-benar menepati keperluan rakyat Sarawak itu sendiri? 

Atau adakah ia akan direbut dan dinikmati oleh kelompok elit tertentu di negeri ini sahaja?

Berbelanja besar biarlah kena pada tempatnya dan beramanah sentiasa. 

Moga-moga igauan ketirisan dalam Laporan Ketua Audit Negara 2012 tidak berulang lagi.

Selain itu, strategi pemberian subsidi bagi menyeragamkan harga barangan pengguna di Sarawak dan Sabah berjumlah RM 331 juta pula dilihat tidak lestari secara ekonominya. 

Ini kerana pendekatan yang jauh lebih efektif melalui semakan semula dasar kabotaj sedia-ada yang menghalang pemunggahan dan pengangkutan barangan secara langsung ke pelabuhan-pelabuhan di Sarawak dan Sabah. 

Dasar kabotaj ini diakui oleh ramai penganalis sebagai punca utama perbezaan harga barangan di antara Semenanjung Malaysia dan Malaysia Timur, di samping ketidakcekapan sistem pengangkutan darat yang berpunca oleh keadaan Lebuh Raya Pan-Borneo yang kurang memuaskan tadi. 

Dengan dasar yang lebih tepat, RM331 juta ini mungkin lebih strategik digunakan untuk melonjakkan kecemerlangan pendidikan anak-anak bumiputera Sarawak.

Ia khususnya di luar bandar yang mengikut banyak kajian tokoh pendidik di Sarawak menghadapi masalah pencapaian akademik dan disiplin yang serius.

Berdasarkan maklumat terkini daripada Suruhanjaya Komunikasi dan Multimedia (SKMM), capaian Internet di Sarawak sudah pun mencapai tahap 55 peratus - melepasi sasaran 50 peratus kerajaan.

Ini sebenarnya jauh lebih baik berbanding Kedah, Kelantan dan Perak, walhal capaian bekalan air paip terawat di luar bandar Sarawak hanyalah 57.4 peratus.

Dalam masa yang sama, Sarawak negeri ketiga tertinggi insiden kemiskinannya, berdasar Laporan Penyiasatan Isi Rumah dan Kemudahan Asas 2012.


Peruntukan RM500 juta untuk membaiki Lebuhraya Pan-Borneo pula sebenarnya terlalu rendah berbanding keperluan untuk menaiktaraf jalan raya tulang belakang sistem pengangkutan darat Borneo kepada ‘dual-carriage way'.

Ia dianggarkan berjumlah RM22.0 bilion, berdasarkan Pelan Pembangunan Rangkaian Lebuhraya 2010.

Berdasarkan ulasan Menteri Pembangunan Infrastruktur dan Komunikasi Datuk Seri Michael Manyin, sebahagian besar daripada peruntukan ini hanya akan digunakan untuk pembinaan 95 buah laluan memotong sepanjang lebuh raya sejauh 2,239km ini. 

Jelas, komitmen kerajaan pusat untuk menyediakan lebuh raya yang baik dan selesa untuk rakyat Sarawak dan Sabah setanding dengan yang dinikmati oleh rakan-rakan di Malaysia Barat masih diragui.


Pan Borneo Highway (Malay: Lebuhraya Pan Borneo), also known as Trans Borneo Highway, is a road network on Borneo Island connecting two Malaysian states, Sabah and Sarawak, with Brunei. The highway is numbered AH150 in the Asian Highway Network and as Malaysia Federal Route 1 in Sarawak. In Sabah, the route numbers given are 1, 13 and 22. The highway is a joint project between both governments which started as soon as the formation of Malaysian Federation in 1963 which comprised Malaya, Sabah, Sarawak and Singapore.
