Rising Borneo consciousness among Swak bloggers

Sabah Star chairman Jeffrey Kitingan said the rise of political consciousness in Sarawak augured well for Borneo.

KUCHING: Over 50 bloggers here met with Sabah assemblyman Jeffrey Kitingan to brainstorm over existing issues affecting the two Borneo states. Topping their discussions were the federal government’s defaults on the Malaysia Agreement and the insidious ‘amendments’ to the federal constitution and Malaya’s ‘occupation’ of Sabah and Sarawak’s natural resources. Since the historic 2008 general election and the subsequent 2011 state elections in Sarawak, political awareness has seen an increasing presence in the blogsphere. 

In the run-up to last May’s general elections, Kitingan was the voice Sarawakians heard brandishing the 20 and 18 points agreements involving Sabah and Sarawak. Speaking to FMT here, Kitingan said the rise of political awareness in Sarawak especially among the younger generation was a sign of ‘emerging times’. He said the emergence of new groups such as the Sabah Sarawak Movement (SSM), Sabah Sarawak Keluar Malaysia (SSKM), United Varsity Student of Borneo (UVSB) showed that the people of Sabah and Sarawak were desperately wanting to express their concerns.

Both SSM and SSKM are active on social media and have 7,742 and nearly 10,000 members respectively. “It’s a sign of emerging times. People are beginning to question the state’s position as the 12th and 13th state in Malaysia when this is not the reality. “That these questions are being asked indicates that we have a problem that needs to be addressed,” Kitingan said. Amendments to federal constitution He said in 1963 independent sovereigns Sabah and Sarawak went into partnership with the Federation of Malaya as equals. 

“The Federation was formed through 20 points and 18 points conditions, among them were  important promises to Sabah and Sarawak that they will be self-governing. “As equal partners Sabah and Sarawak were assured that we will have the power to control our resources and finances and political franchise. “But today it is no longer that and we find ourselves (Sabah and Sarawak) degraded to be just be one of state. “It has been a project takeover for Malaya,” said Kitingan. He pointed out that the federal constitution had been surreptitiously amended “around 1975 and 1976” to “totally change the concept of Malaysia”. 

“The amendments turned Sabah and Sarawak into the 12th and 13th state. It was a takeover of  British colonies. “And now we are colonized by Malaya especially Sabah,” he said adding that Sarawak had managed to preserve its independence to some extend because of Chief Minister Taib Mahmud. Senior leaders in the Taib-run administration have in recent months also openly accused the Umno-led federal authorities of shortchanging Borneo and have gone as far as to call for a review of the current situation. 

Meanwhile Taib’s firm stand on the ‘status quo’ of the Malaysia Agreement and the state government’s endorsement of Sarawak’s Independence Day on July 23 last year augurs well for Borneo sentiments. 

Malaysia hari ini terpesong daripada matlamat penubuhannya: Jeffery

KUCHING: Presiden Yayasan Warisan Borneo (BHF) Datuk Dr Jeffery G Kitingan mendakwa Malaysia hari ini terpesong daripada Malaysia yang dimahukan seperti yang dimeterai menerusi perjanjian penubuhan Malaysia antara Persekutuan Tanah Melayu (Malaya), Sabah dan Sarawak.

Bercakap pada sidang media di sini semalam, Dr Jeffery berkata rakyat Sabah dan Sarawak hari ini mula mempersoalkan mengapa dua negeri ini dilayan sebagai negeri yang ke-12 dan ke-13 bagi Malaya.

Mengapa Perjanjian Malaysia, khususnya Artikel 8, yang merujuk kepada janji-janji serta jaminan yang diberikan kepada Sabah dan Sarawak bagi merealisasikan penubuhan Malaysia tidak dilaksanakan.

“Semua ini (janji-janji dan jaminan yang diberikan) meyakinkan rakyat dan pemimpin-pemimpin kita untuk bersetuju membentuk Malaysia bahawa kita akan membentuk sebuah negara baharu dengan kerjasama yang sama rata.

“Menerusi Perkara 20, antara dokumen penting yang dijanjikan ialah Sabah dan Sarawak akan diperintah sendiri dan mengawal sendiri hasil sumber, kewangan serta rangkaian-rangkaian politik.

“Tetapi hari ini seperti yang anda sedia maklum, ia tidak lagi seperti itu, kita mendapati bahawa kita telah dilayan seperti salah sebuah negeri Malaya maksudnya Malaysia mengambil alih koloni British iaitu Sabah dan Sarawak daripada British ke Malaya,” katanya.

Dr Jeffery yang juga pengerusi Parti Reformasi Negeri (STAR) Cawangan Sabah menambah, jika kita melihat kepada kerajaan persekutuan hari ini ia merupakan sambungan daripada Persekutuan Malaya tetapi kini dikenali sebagai Persekutuan Malaysia.

“Satu daripada syarat penting dalam pembentukan Malaysia ialah penubuhan Perlembagaan Malaysia yang baharu.

“Tetapi apa yang berlaku tiada perlembagaan baharu Malaysia, ia hanya perlembagaan Malaya yang dipinda dan alasan mereka ialah tidak ada masa untuk memperkenalkan perlembagaan baharu.

“Mana boleh tidak ada masa apabila anda mahu menubuhkan sebuah negara baharu?

“Semua ini telah memesongkan Malaysia daripada apa yang kita mahukan ketika termeterainya perjanjian penubuhan Malaysia,” dakwa Dr Jeffery.

Imagine Musa tabling an RM40B 2014 Sabah Budget

KOTA KINABALU: STAR Sabah chief Datuk Dr Jeffrey Kitingan has proposed the Chief Minister to table a record-breaking RM40 billion Sabah Budget for 2014.
Such a proposal was made assuming the calls by Malay ultras to chase out Christian Malaysians and Sabah out of the Federation are to realize before year-end.
Jeffrey (photo) said the RM40 billion budget, a ten-fold increase from the historical RM4.048 billion spent for 2013, will set Sabah’s economy into lift-off into the super league of wealthy nations.
“It may be a record of sorts but RM40 billion revenue is a conservative estimate.  Oil revenue will contribute RM20 billion, half of the total revenue, which is not unexpected given the current world oil prices of above USD100 per barrel.
“The federal tax department announced it could collect up to RM40 billion for 2013 from Sabah,” he pointed out. (It must be pointed out that the Sabah IRB has since clarified that the figure of RM40 billion was erroneously quoted and have since said the amount is much lesser).
In addition, all the federal departments’ collections from Sabah could be another several billion ringgit.
He further noted that the corporate sector could contribute many billions more now that they will have to pay tax on revenue based on income derived from Sabah.
“Palm oil revenue could be very significant as Sabah is the world’s third biggest producer of crude palm oil, about 36% of Malaysia’s total of about RM73 billion a year,” he said.
He estimated that local contribution of State revenue would be another RM2.4 billion based on 2013’s estimated revenue of RM3.828 billion inclusive of RM1.42 billion from federal coffers.
“In fact, looking at the figures, the 2014 Budget could exceed RM60 billion all in,” he said.
“For 2013, the estimated expenditure was RM663.17 million for emoluments, recurrent expenditures of RM1,087.93 million and special expenditures of RM2,337.38 million (which formed the bulk of the RM2.42 billion development expenditure).
“Giving a 6% increase, the emoluments will rise to RM702.96 million and RM1,153.21 million for recurrent expenditures, totalling RM1,856.17 million,” he added.
The Bingkor assemblyman also suggested that to create a quantum leap in the economy and development, each of the 60 state constituencies could be allocated RM300 million each (RM25 million per month), totalling RM18 billion, a 7-1/2 times increase from 2013.
“In other words, Sabah will get development in a single year of what would take 7-1/2 years to achieve given the 2013 Budget.
“And to alleviate the people’s financial position, each of the 3.2 million Sabahans will be given a RM1,000 special dividend which will utilize another RM3.2 billion.
“The total Budget expenditure will total RM23.05717 billion leaving a surplus of RM16.94283 billion,” he said.
Assuming Sabah takes back control of the security forces comprising some 16,000 police, PGA and maritime personnel, which may cost Sabah another RM600 million, Dr Jeffrey opined that putting aside RM1.0 billion should be able to cover the additional costs of assuming State control of the security forces including 5,000 army personnel.
“That would still leave a healthy and hefty RM15.94 billion to be added to Sabah’s reserves which is said to be about RM3 billion currently,” he said.
He quipped that even with prudent financial planning, Selangor, the richest Malaysian state only managed to increase its State reserves from RM700 million in 2008 to RM3 billion in 2013.
“Imagine RM15.94 billion reserves in 2014 alone, Selangor would seem poor in comparison and probably take another 20 years to catch up.
“The RM15.94 billion reserves will result in each and every Sabahan having a healthy credit balance of RM4,981 compared to the national debt of some RM600 billion or RM21,000 debt for every Malaysian,” he pointed out.

Enough with the threats, Jeffrey tells Najib’s men

He said the claims for the restoration of Sabah rights and autonomy do not mean cessation, or being anti-Malaya/Peninsula or promoting hatred for other Malaysians.

KOTA KINABALU: Sabah opposition leader Jeffrey Kitingan wants the federal government to stop threatening those who have spoken up for Sabah’s rights in Malaysia.

He said it could not be denied that the two Borneo states had been overlooked in terms of development and their rights denied under the terms and conditions of the Malaysia Agreement and criticisms should not be construed as unpatriotic.

“The biggest threat to the security of the nation and the break-up of Malaysia is from the ruling government itself,” he said yesterday when urging the federal authorities to acknowledge its treatment of Sabah and Sarawak.

“The more the ruling government ignore and does not address the grievances of and the injustices inflicted on Sabahans and Sarawakians and implement the Malaysia Agreement, the 20/18 Points, the IGC Report and the recommendations of the Cobbold Commission, the louder will be the voice of the people in Sabah and Sarawak.

“The official slogan may be ‘Sabah Maju Jaya Dalam Malaysia’ but the stark reality on the ground and in the kampongs is ‘Sabah Termiskin Dalam Malaysia’,” the STAR Sabah chairman, who’s outspokenness on Sabah issues has landed him in trouble before, said.

Kitingan also contended that if the government wished to take action against perceived “threats to the security and well-being of the nation”, it should look into the statements and threats issued by personalities and groups in the name of Malay rights.

He said such jingoistic terms as Ketuanan Malayu as well as the religious bigots that incite religious hatred and racism are far more dangerous but have been ignored.

The failure of Minister of Defence Hishammuddin Tun Hussein to speak out on those issues, he said, could be construed as arrogance and an abuse of power to lord it over and control Sabahans to ensure Umno and Malaya’s dominance and colonisation over Sabah.

“There is nothing criminal or wrong in any Sabahan/Sarawakian to seek the restoration of the rights, privileges and autonomy of the Borneo States that were taken away or eroded since 1963,” he said.

“The Minister seems to have forgotten the facts of history that Sabah and Sarawak (with Singapore then) formed Malaysia in 1963 and were given various promises and assurances by the then Malayan leaders including the execution of the Malaysia Agreement to induce and entice the Borneo States to form Malaysia.
“Malaysia never existed before 1963 and Malaysia would not have existed even today without Sabah and Sarawak,” Kitingan pointed out.

Critics are not anti-Malaya

He said the claims for the restoration of Sabah rights and autonomy do not mean cessation, or being anti-Malaya/Peninsula or promoting hatred for other Malaysians.

“Claiming for Sabah rights is nothing more than the equivalent claim for Malay rights in the Peninsula.  Claiming for these rights also does not mean ‘Sabah for Sabahans’ or ‘Sarawak for Sarawakians’.

“It is not even a shadow of a threat to the security and well-being of the nation although it may seem to be a political threat to the political powers that be.

“A political threat just like the political threat posed by Pakatan Rakyat to the ruling regime does not mean a threat to the nation or security of the nation.

“Such a political situation is but part and parcel of a democracy.  However, the ruling regime does not see it that away and used every possible government machinery to bully, harass and intimidate the opposition,” he said.

The Bingkor assemblyman also advised the Minister concerned to take a lesson from the Prime Minister and realise the realities of the political power wielded by the Borneo States and its people including the local BN leaders.

“The people in the Borneo States have awakened from their slumber and now realise that their roles as kingmakers in determining the federal government in Putrajaya and along with it the God-given opportunity to voice and claim the restoration of the rights and autonomy of the Borneo States.

“Sack the ministers and deputy ministers from Sabah and Sarawak today and immediately the ruling BN regime will find itself in the opposition with the Minister himself as the “shadow” minister in the opposition cabinet,” he said.

Kitingan continued that the claims for restoration of Sabah rights and autonomy are beyond harassment and threats by the ministers and the government machinery.

He further noted that the people of Sabah including Sabah Umno/BN leaders and supporters are already joining the bandwagon to seek the restoration of the Sabah rights.

“Even the claims for the return of the oil rights and oil revenue, taken 95% by Petronas and the federal government with RM58 billion taken in 2012, can no longer be ignored.

“Promises of development, 1 or 2 ‘Tangki Biru 1-Malaysia’, a few pieces of zinc and timber, a few million here and there, a few hundred million of projects here and there, will no longer satisfy the people in Sabah and Sarawak. It will be more evident come the 14th general election,” he said.

Agenda Borneo Memartabatkan Maruah Negara Sabah

Kitingan Untuk Memartabatkan Maruah Sabah" oleh Nestor Joannes adalah suatu kemajuan yang penting dalam perjuangan untuk memahami, menghargai dan memulihkan Autonomi dan Hak Istimewa Sabah dalam Persekutuan Malaysia. Buku ini harus dibaca oleh semua untuk memahami kenapa kita mesti bersatu kali ini sekali gus mengukuhkan perpaduan kita demi mencapai Agenda Borneo.

Saya telah berusaha sejak 1986 mendidik rakyat tentang Hak Istimewa Sabah yang dijamin dalam Artikel VIII Perjanjian Malaysia dan 20-PERKARA sambil mengingatkan Kerajaan Persekutuan supaya menghormati perjanjian tersebut. Namun, usaha saya ini dihalang oleh Kuala Lumpur. Mahathir telah memberi amaran kepada saya, "Jeffrey, orang-orang kampung tidak tahu tentang hak-hak negeri Sabah dan 20-PERKARA, kenapa kita harus memberitahu mereka? Laporan dari Special Branch (Polis SB) mengatakan bahawa kamu dan IDS bertanggungjawab memberitahu rakyat…" kemudian tidak lama dari itu, saya diburu bagaikan seorang penjenayah oleh pihak polis sehingga saya ditahan di bawah Akta Keselamatan Dalam Negeri (ISA) pada 13hb Mei 1991. 

Sabah's political son Jeffrey Kitingan wasn't a hardened criminal but it was a living-death under the 'not too cruel' ISA.

Jeffrey Kitingan is an enigma, not least because he is partly elusive, partly unpredictable and partly Houdini.
You can never really find him and when you do, he very quickly disappears.
As his friend and compatriot in a civil rights mission, I know him and yet I don’t and, as a friend, you tend to wonder if he would ever fully trust you.
After the Internal Security Act (ISA) experience, his character became part of his natural defence mechanism.
Those were “The Cruel Years”, not “The Wonder Years”. The ISA had moulded him into the person that he is today and he remains fascinating.
When former prime minister Dr Mahathir Mohamad applauded Prime Minister Najib Tun Razak’s proposal to abolish the ISA, he decided to lace his comment with the sort of sarcasm that would add salt to the injury faced by former ISA detainees like Jeffrey.
Mahathir described the ISA as “not too cruel”.
Jeffrey recalls a very different scenario in Mahathir’s office in January 1994 upon his release from ISA detention.
Mahathir apparently said then: “I am sorry about the detention, Jeffrey, I know it is cruel.”
“The cruelty of ISA is immeasurable,” Jeffrey says.


‘I was glad to be breathing’

Recalling the details of his arrest, Jeffrey said that he had to sign a letter the police had given him.
They gave it to him at the Tambunan Ka’amatan (Harvest Festival) on the May 10, 1991, in the presence of some 200 FRU personnel, who left the scene immediately after he signed the document.
On the May 13, 1991, he presented himself for an appointment at the Karamunsing police station.
He was arrested on the spot and sent to the Kepayan detention centre.
That same afternoon he was flown to Kuala Lumpur on a MAS flight with only himself and Special Branch police officers as passengers.
That evening, though, the plane was not permitted to land at the Kuala Lumpur airport and he ended up being flown to Penang to spend the entire night in a cell.
The next morning, he was flown back to KL. Upon landing, he was blindfolded and shoved into a Black Maria.
Jeffrey paused, and without a single expression on his face, looked at me and said: “At that moment, I lost sight of the world and my material life… not knowing where they were taking me and what they were going to do with me.
“I was glad to still be breathing.”
Stripped naked
Hours later of what seemed to Jeffrey like an eternity, the vehicle arrived at a building in a place he would never know and his blindfold was taken off. He was ordered to strip naked and every item of clothing, including his watch, was removed.
“I felt ashamed… and felt ready to be wrapped up for my own funeral,” he said.
Given a blue uniform with the number “931” on the left side of his chest, Jeffrey’s photographs were taken at various angles before he was locked up in a maximum security cell.
“As the door shut behind me, I found myself confined to what can be described as a living hell to what seems forever.”
Jeffrey was thrown into his cell in the first 60 days after his arrest. He was accused of subversive political activities and is one of Malaysia’s most renowned political detainees under the ISA.
In that cold, bare room with nothing but an empty, solid wooden bed measuring about 2½ feet wide, there were no mattress, blanket, pillow, toilet, sink, water or window.
There was a small peephole on the door that you could only look through from the outside and two holes on the floor the size of a chicken egg for ventilation.
Sleeping with urine and faeces
The room, Jeffrey said, was so small that he would pace up and down and see only walls and felt no different to a caged animal.
“That’s how I realised how animals in a zoo behave when they’re deprived of their freedom.”
The lights in the cell were uncommonly bright and never, ever switched off. Occasionally, loud music would suddenly be played to shock him and he was deprived of his sleep.
“The toilet was at the other end of the building and if they don’t hear you knock, you end up sleeping in a cell with your urine and faeces everywhere.
“I had to clean up my own waste with nothing but the newspaper they gave to wrap up my faeces.”
Jeffrey could not recall a time when he could even take a shower as there were no facilities for bathing and there were no towels.
“We just had the toilet,” he said solemnly.
‘Am I alive, dead or dreaming?’
Jeffrey told me that this method of sensory deprivation was a living nightmare and the detainee would be denied any sense of time or conscious connection with the outside world.
“I felt lost, I felt alone and I felt abandoned even by my own God.
“I tried talking to myself just to hear my own voice. Where am I? Who am I? Am I dead or just dreaming? I even tried to sing.
“In the first week, I blamed God and scolded him. What did I do wrong? After one week, I thanked him for giving me the opportunity to experience this.”
Not knowing whether he was dead or alive or in some terrible dream, Jeffrey asked me to imagine the agony of having to endure 60 days of this repetitive nightmare.
The idea revolted me and my imagination did not allow me to feel the pain and suffering.
Yet, it was Jeffrey’s imagination that kept him sane.
“I had to hold on to reality by creating patterns in my mind with my meals. Wrapped in plastic and newspaper, the rice was always wet and sometimes I had one fish and maybe six strands of beansprouts.
“I saw patterns in my food. I would look at the walls and sometimes it felt like the patterns would fly out of the wall and come to life.”
Solitary world, mental torture
In a solitary world where Jeffrey could not experience a 24-hour cycle of being alive and being asleep, he managed to count his days and nights.
“To have some sense of time and give or take a margin of three to four days inaccuracy, I could determine how long I was in there by scratching the wall surface each time the rat comes through the hole in the ground or whenever my meal was delivered.”
He went through a terrifying interrogation ordeal that was tame in comparison to what he heard the other detainees had to go through.
“Some of them said they went through physical torture. I must have been one of the lucky ones.
“The first time they interrogated me I had to sit on a red stool in a dark red coloured room with eight nameless interrogators who humiliated and insulted me as if I was a condemned, worthless criminal ready to be sent to hell.
“They did this non-stop and deprived me of rest, sleep, food and water till I could no longer bear it and asked to see a doctor.”
Jeffrey felt himself growing weaker, rapidly losing weight and his beard began to grow.
He was eventually sent to the doctor in a blindfold with two men holding up his frail body. He was given vitamins and told to sit in the sunlight for 20 minutes.
It was only after his recovery that he was told the interrogation took four days and three nights.


Moving to Kamunting

After two months of solitary confinement, Jeffrey was hoping for his release and was told that if he was taken to the airport he would be a free man.
He was taken instead to Kamunting Detention Camp and spent the next 2½ years detained without a trial.
“You don’t go straight to Kamunting. You go into an empty building somewhere on transit with hardly anybody around.
“I was then transferred to Camp 5 in Kamunting. That would be the time you’re given a pillow and a blanket. Those are the only possessions. It’s worse than being a convict.
“The camp had maximum security and was a U-shaped building, I remember, with a barb-wired security fence as high as 12 to 15 feet, reinforced by zinc and cement so that you could not see the outside world.
“You could only see the sky. They locked us up at night and opened the cells in the morning like a chicken coop.”
Kamunting had open areas for inmates to play sports but their footballs would burst against the wired fence.
They bathed communally and they would poke and shove one another for soap and hassled to hurry.
Wrote books and poems
Every week, they would assemble to raise the Malaysian flag and sing the national anthem and recite the “Rukun Negara”. Their library was filled with propaganda materials and was uninspiring.
Jeffrey wrote books, poems and read voraciously. His family would post all the reading materials he requested from them.
He learnt meditation and practised yoga, teaching taekwondo to communist detainees. They, in turn, taught him Chi Kung.
“The inmates were high-tensioned people: communists, terrorists, political detainees, spies, immigration fraudsters.
“An accidental knock in the playground would end up in fights.
“In the TV room, they argued all the time. The Indians would want to watch the Hindi movies, the Malays their dramas. I saw all sorts of people, especially the vengeful, dangerous types who vent their anger on other inmates.
“I believe these types would always keep their anger inside, even after their release.
“Yet, there were ‘happy-go-lucky’ types who would kill time by talking forever or giving others a massage.”
Whispering campaign


He remembered the paranoia they developed through whispering campaigns where some detainees were believed to be spies from the Special Branch.

The inmates even became possessive over photos and pictures of women pasted on the table.
They engaged in manual labour by cleaning the compound, cutting the grass, doing domestic chores and cleaning the toilets.
They took turns to cook and followed the roster quite diligently although the only delicacy they enjoyed was the odd snake or bird caught in the compound.
When the authorities found out about the addition of caught wildlife in their diet, the roster was changed and they had to eat “institutionalised, prisoner’s food” that had no variety and was only adequate to prevent starvation.
The inmates would rather be sick in the detention camp than face the humiliation of being handcuffed to their beds in the hospitals.
A lot of them went mad and tried to commit suicide, banging their heads violently on the floors, especially if they knew that their term of imprisonment would be extended.
“They would rather die than spend another day inside”, Jeffrey said.
Human nature
I asked Jeffrey how he coped and survived the experience, wondering if there was a deep psychological scarring for a man who was spiritually intellectual.
In his mind, Jeffrey believes that ISA gave him a greater insight into human nature.
“I survived by playing the role of a researcher… I studied and observed the behaviour of detainees in confinement.
“Somehow, by taking on the role of a healer and friend I managed to remove myself mentally from the situation,” he said.
Jeffrey’s diaries were confiscated and the letters he sent and received were screened.
“I wrote a letter in Dusun [local native dialect] once and the officer couldn’t understand it and sent it through.
“The letter caused a demonstration at home because it told of my experience. The officer was promptly replaced.”
Keeping people ignorant
Released with conditions in January 1994, Jeffrey was told not to be involved in politics and organisations and remembered Mahathir telling him not to teach the people what they don’t know.
“This must be the attitude: to keep the people ignorant,” he said.
He remains resolute in his political drive to abolish all legislation deemed to be an affront to human and civil rights and tows that fine line of risks which many fear to tread.

STAR to continue fight for Sabah’s rights and autonomy, says chairman


KOTA KINABALU: State Reform Party (STAR) will continue its political struggle for justice and change and for the recognition and implementation of Sabah’s rights and autonomy, said its chairman, Datuk Dr Jeffrey Kitingan.

In a statement here yesterday, Jeffrey said that STAR would undergo internal change, firstly by re-organising and re-strategising the party to empower its mission to educate Sabahans about Sabah’s position within the Malaysian Federation.

He said this must be sustained for the future of the state.

“There are so many things to do ahead of us, one of which is to push even harder for land reform and institutional changes,” he said.

“We had started the ball rolling on educating the people on critical issues affecting their lives and Sabah’s future, and this process need to be continued and accelerated to fulfilment.”
He also recorded his gratitude to all the voters who had given their votes to the STAR’s candidates, and especially those who gave him the victory in Bingkor.

“My objective is to make Bingkor a model of rural socio-economic transformation. But rest assured that my service as a leader will not be limited to Bingkor alone but to all Sabahans,” he said.
“STAR will be the voice of Sabahans who want justice, their rights reinstated, and for Sabah to be an autonomous region in the federation.”

Jeffrey added that since the people had given STAR one seat, the party would capitalise on this as a platform and launching pad to continue to raise various issues and to push for the revival of Sabah’s rights.

“This single seat is only the beginning. Don’t forget that even PKR also had only one parliamentary seat in 1999. Our strength is the truth, not on our ability to lie and cheat,” he said.
“And I believe this weapon alone will eventually galvanise the people’s solid support in the near future.

“I call upon all leaders, members and supporters of STAR not to be discouraged, but to continue believing in the future and our struggle for the what is right, for justice and for a new Sabah.”

UCAPAN TAHNIAH KEPADA BN

Saya ingin mengambil kesempatan ini juga untuk mengucapkan syabas dan tahniah kepada Barisan Nasional yang telah diberikan mandate untuk menerajui Kerajaan Sabah dalam pilihanraya yang baru saja selesai.
Saya juga mengucapkan tahniah kepada YB-YB lain yang telah berjaya dipilih.

UCAPAN DASAR KERAJAAN HANYALAH “BUSINESS AS USUAL

Menyentuh tentang Ucapan Dasar Kerajaan yang disampaikan oleh TYT, saya tidak melihat apa-apa yang baru tetapi merupakan “BUSINESS AS USUAL” selain daripada isu keselamatan dan kenyataan bahawa Kadar Kemiskinan telah turun kononnya daripada 19.7% pada 2009 kepada 8.1% pada 2012. Ini adalah pengakuan yang jelas bahawa Sabah negeri termiskin di Malaysia.

Saya lebih mengharapkan supaya Dasar Kerajaan menyentuh sedikit sebanyak tentang Manifesto Barisan Nasional dan sejauh manakah Kerajaan akan melaksanakan dan menepati janji-janji Manifesto pilihanrayanya dalam penggal ini sayangnya tidak disentuh sama sekali.

Apa pun saya, sebagai Wakil Rakyat Bingkor, mengucapkan terima kasih atas Ucapan Dasar itu yang saya gelarkan sebagai “Biasa-Biasa Saja”… “BOLEHLAH KALAU KAMPUNG-KAMPUNG”

NEED SOMETHING MORE POWERFUL AND TRANSFORMATIONAL

Tuan Speaker, benarkan saya memberi pandangan saya sebagai pemerhati politik yang tengah-tengah.

Pada pendapat saya, sekiranya Kerajaan meneruskan sikap dan pendekatan yang sama seperti dulu tanpa perubahan dan wawasan yang baru atau tindakan yang berani, Sabah akan terus mengalami prestasi sejarah selama 50 tahun ini – iaitu “IRI OM IRI” dalam Bahasa Dusun.

Tuan Speaker, untuk kita maju ke hadapan dengan lebih mantap dan secara “leaps and bounds”, Kerajaan dan Pemimpin-pemimpin perlu buat beberapa perubahan.

Pertama, dari segi sikap/attitude terhadap TANAH AIR kita sendiri iaitu bahawa Sabah hanyalah Negeri yang ke-12 dan bukannya sebuah Negera yang bergabung dengan Malaya dan Sarawak untuk membentuk Persekutuan Malaysia.

KELMARIN, YB SG. SIBUGA YANG JUGA YAB. KETUA MENTERI SENDIRI TELAH MENGAKUI SABAH TELAH MENCAPAI KEMERDEKAAN SENDIRI KEMUDIAN MEMBENTUK MALAYSIA BERSAMA MALAYA, SINGAPURA DAN SARAWAK.
DISINI SAYA INGIN MENCADANGKAN KEPADA KERAJAAN SUPAYA MEMBETULKAN KENYATAAN YANG SALAH DALAM WEBSITE KERAJAAN, MENGATAKAN BAHAWA SABAH TELAH MENCAPAI KEMERDEKAAN MENERUSI MALAYSIA PADA 31HB. OGOS 1963.

Kedua, dari segi pendekatan atau “approach” yang berasaskan kepada tanggapan bahawa Kerajaan Pusat adalah di kuasai oleh Malaya dan kita, Sabah sebagai Negeri yang ke-12, hanya ikut sahaja sebagai Negeri “Subservient”.

Oleh sebab sikap dan pendekatan sedemikian Sabah telah menjadi Negeri yang hanya bergantung nasibnya kepada Kuala Lumpur (K.L.-dependent)/Kerajaan Persekutuan tanpa perancangan yang menyeluruh atau komprehensif atau berstrategik jangka panjang (devoid of long-term strategic plan).

Akibat daripada sikap dan pendekatan inilah juga pemimpin-pemimpin kita di Sabah kehilangan “fresh ideas” atau menerokai dasar-dasar yang mencabar – dan, kita faham.

IMPROVE STATE FINANCIAL CAPACITY AND INVEST IN OUR FUTURE
----------------------------------------------------------------------
Tuan Speaker, izinkan saya membuat beberapa cadangan yang dapat membantu Kerajaan membuat pembaharuan yang boleh menguntungkan SABAH dan Rakyat Sabah terutama sekali dari segi HASIL DAN KEWANGAN yang berterusan. Seperti mana yang kita tahu, Kerajaan Sabah pada masa kini walau sehebat mana pun Menteri Kewangan, Sabah hanya boleh menghasilkan RM4 bilion dalam tahun 2013 sedangkan Sabah mampu menghasilkan lebih daripada RM50 bilion setahun. Dimana kah logik atau silapnya sehingga ini berlaku – iaitu Sabah, Tanah Air kita yang tercinta ini kaya raya tetapi dalam masa yang sama, KITA TERMISKIN.

TO COLLECT 40% OF NET REVENUE

Maka itu, saya ingin mencadangkan supaya Kerajaan Sabah bertindak berani dengan menuntut kutipan 40% atau 2/5 daripada Hasil Bersih pungutan Hasil/Cukai dari Sabah setiap tahun seperti mana yang diperuntukkan dalam Jadual Ke-10 Perlembagaan Persekutuan yang tidak lagi dikutip sejak 1976.

Mengikut kenyataan Pengarah Hasil Dalam Negeri, Sabah (IRB Sabah Director), pungutan Hasil Cukai di Sabah pada Tahun 2012 ialah RM38 bilion dan sasaran Lembaga Hasil pada tahun 2013 ialah RM40 bilion! Hasil cukai ini tidak termasuk Hasil Minyak oleh Petronas atau hasil Jabatan-jabatan dan Agensi-agensi Persekutuan yang lain.

Bayangkanlah 40% daripada RM40 billion adalah berjumlah RM16 bilion. Maknanya, Sabah bakal menikmati Hasil Negeri sebanyak RM20 bilion setahun iaitu RM16 bilion campur RM4 bilion paling tinggi. Atau paling rendah (RM40 bilion tolak RM10 bilion grant kali 2/5 berjumlah RM12 bilion) campur RM4 bilion iaitu RM16 bilion setahun.

Jumlah ini mampu kita perolehi kerana ini adalah Hak Sabah – iaitu hak agihan hasil Negeri yang termaktub dan dibenarkan melalui Jadual Ke-10 Perlembagaan Persekutuan.

REVIEW THE OIL/PETROLEUM AGREEMENT
---------------------------------------------------
Tuan Speaker, saya juga ingin mencadangkan supaya Kerajaan Sabah dan Sarawak bertindak sehaluan untuk menuntut Hak Minyak sendiri sebab kita ada asas yang kukuh untuk berbuat demikian seperti berikut:-

Hasil Bumi/Sumber Asli adalah Hak Mutlak Sabah mengikut Perlembagaan dan undang-undang
Natural Resources are Constitutional Rights of State (Sabah Land Ordinance);
Federal vs. State List of the Federal Constitution – Land and Natural Resources are under State List;
The 1974 Petroleum Development Act may even be unconstitutional because the Federal Government cannot legislate maters under the State List;
Vesting Order issued by the Federal Government in 1975 under the Petroleum Development Act (PDA) is unconstitutional sebab Tanah/Minyak bukan Kerajaan Pusat punya;
Sabah State Boundaries established in 1954 extends to its continental shelf (Article 1(3) of Federal Constitution);
Not Right to deprive Sabah to impose royalties on oil (Refer to Clause 4 of the 1976 Oil Agreement);
Circumstances under which 1976 Oil Agreement was signed, etc.

Tuan Speaker, Kerajaan Sabah dan Pemimpin-pemimpin Sabah mesti berani untuk menuntut haknya dan memperbetulkan yang tidak betul. Kita perlu BERANI KERANA BENAR!

Untuk makluman Tuan Speaker, walaupun tahun lalu Sabah hanya mengeluarkan RM18.825 bilion nilai petroleum berdasarkan pengeluaran semasa sebanyak 170,000 tong sehari, jumlah pengeluaran ini dijangka berganda 3 kali kepada tahap melebihi 500,000 tong sehari pada 2015 mengikut jangkaan Petronas.
Bayangkanlah pulangan Hasil Minyak kepada Sabah sekiranya Kerajaan Sabah berjaya menuntut Hak Minyak ini.

Katakan lah Hasil Minyak Sabah pada 2015 adalah RM50 bilion dan Sabah mengutip 10% royalti atas RM50 bilion ini,
10% royalty atas RM50 bilion = RM5.0 bilion
Sewa tanah galian minyak = RM 10 juta
5% Hasil Minyak/Share = RM2.5 bilion
JUMLAH = RM7.5 bilion

Maknanya, Hasil Sabah boleh mencapai RM23.5 bilion iaitu RM16 bilion campur RM7.5 bilion.

Jika ini berlaku, Sabah boleh dimajukan dengan cepat dan pesat kerana hasil kita di tangan kita tanpa mengganggu sumbangan kita ke Kerajaan Pusat. Tidak perlu lagi Sabah mengemis di Tanah Air sendiri untuk mendapat peruntukkan daripada Kerajaan Pusat!

REDUCE CORRUPTION, TIGHTEN FINANCIAL PROCEDURES

Dengan hasil dan kekayaan dari Sabah yang bakal kita nikmati, kita harus berwaspada kerana timbulnya pula masalah lain seperti pembaziran, rasuah dan lain-lain.

INVEST IN HUMAN CAPITAL DEVELOPMENT
Sabah State Universities
Technical Institutes
Upgrade Existing Institutions
People Development Programs

ESTABLISH OR SET ASIDE FUNDS FOR THE FUTURE

Tuan Speaker, Kerajaan Sabah juga harus menubuhkan atau menyimpan sebahagian daripada Hasil Sabah untuk masa depan dan generasi akan datang.

Pada masa ini, kita masih dalam khayalan kerana kita gagal menuntut hak kita dan masih takut untuk menghadapi cabaran kerana tindakan kita masih lagi dikuasai oleh sikap dan pendekatan yang lama.

Saya menjemput semua Yang Berhormat-Yang Berhormat di dalam Dewan yang mulia ini selaku pemimpin utama Sabah supaya berfikir matang-matang dan menghayati apa yang saya telah katakan sebentar tadi.

REDUCE OBSTACLES TO ECONOMIC GROWTH
--------------------------------------------------------
Tuan Speaker, Kerajaan Sabah juga harus menghapuskan halangan-halangan kepada pertumbuhan ekonomi. Antaranya:-
Dasar Kabotaj haruslah dimansuhkan di Sabah dan ianya tidak terpakai di Sabah kerana Dasar ini menjadi penghalang kepada pelabur-pelabur untuk melabur dan mendirikan industri perkilangan di Sabah.
Kos pelaburan tinggi dan tiada daya saingan untuk melabur di Sabah:-
Tiada pelaburan, tiada kilang;
Tiada kilang, tiada peluang pekerjaan diwujudkan;

Kerajaan harus juga memikirkan tentang pendekatan baru melalui Dasar – Satu Negara Dua Sistem (1 Country 2 System).
Ini adalah kerana dasar-dasar yang baik untuk Semenanjung tidak semestinya baik untuk Sabah/Sarawak malah mungkin merugikan Sabah/Sarawak kerana kedudukan geografi, socio-budaya, socio-ekonomi dan perbezaan politik. Semenanjung mencapai kemerdekaan pada 1957 dan negeri-negeri Semenanjung terikat dengan Perjanjian Persekutuan Tanah Melayu 1957 manakala Perjanjian Malaysia yang melibati Malaya, Sabah dan Sarawak adalah pada 1963.

BUILD SELF-RELIANCE AND REDUCE POVERTY
--------------------------------------------------------
Tuan Speaker, Kerajaan akan sentiasa gagal menangani masalah kemiskinan sekiranya masih mengamalkan cara yang lama dimana pendekatannya menggalakkan kepergantungan kerana ingin menguasai kelemahan rakyat –
Melalui subsidi;
Bantuan kebajikan yang tidak berasas;
Melalui pelbagai ugutan.

Saya ingin mencadangkan agar Kerajaan memperkasakan rakyat melalui Program-program:
Pembangunan Insan dan Latihan Kemahiran;
Pembentukan Mekanisma Pemboleh (Enabling Mechanisms);
Pengwujudan system dan Organisasi yang sesuai bagi rakyat terutamanya di luar Bandar untuk mengurus dan meningkatkan ekonomi mereka secara bersepadu, bersistem dan berorganisasi;
Mempromosikan amalan demokrasi kerana rakyat pada masa kini dibiarkan bertindak secara bersendiri.

RESTORING SOVEREIGNTY AND RIGHTS OF SABAH
------------------------------------------------------------
Tuan Speaker, sebenarnya punca utama masalah k kita di Sabah adalah masalah kehilangan kuasa kemerdekaan Sabah yang mengakibatkan kita terus bersandar dan bergantung kepada kekuasaan Malaya atas nama Kerajaan Pusat Malaysia yang telah diperkukuhkan lagi melalui kemasukkan dan penguasaan parti-parti mereka di Sabah.

Disamping itu, Jabatan-jabatan, Agensi-agensi dan jentera-jentera Kerajaan Pusat telah mengembangkan sayap di Sabah secara besar-besaran dengan kakitangan dari seberang dan mendominasikan fungsi pentadbiran di Sabah sehinggalah berlakunya pertindihan kuasa Kerajaan di Sabah yang semakin bersaing secara negativf kepada Kerajaan Sabah.

Sekiranya ini dibenarkan berlaku berterusan tanpa kawalan, suatu hari nanti kuasa Kerajaan Sabah akan lenyap di tangan Kerajaan Pusat/Malaya yang bertopengkan Kerajaan Pusat Malaysia. Keadaan ini akan mengakibatkan kemerdekaan Sabah tiada erti lagi, tiada guna (meaningless) dan sia-sia sahaja.

Oleh sebab itu, Tuan Speaker, Kerajaan Sabah dan Pemimpin-pemimpin Sabah harus sedar dan faham tentang hal ini dan bertindak sebelum terlambat demi menyelamatkan Sabah Tanah Air kita yang tercinta dan kedaulatan Sabah.

Maka itulah saya mencadangkan supaya Kerajaan Sabah dan Pemimpin-pemimpin Sabah harus bersatu, bersefahaman dan bertindak untuk memulihkan kedaulatan dan kuasa autonomi Sabah dengan mempastikan:-
Perjanjian Malaysia 1963 diimplementasikan;
Perkara 20 dimeterai/dilaksanakan;
Status Sabah dan TYT dipulihkan sebagai Negara.

LEVERAGE SABAH/BN SABAH’S KUASA PENENTU (KINGMAKER ROLE)

Tuan Speaker, mungkin ada di antara kita yang tertanya-tanya – Bolehkah kita lakukan ini?

Saya bilang BOLEH! sebab sekarang ini, tanpa disedar, kuasa ditangan kita di Sabah. Tanpa sokongan dari Sabah:
BN akan tumbang dan kehilangan kuasa pemerintahan di Putrajaya
Masukkan dalam ingatan bahawa kamulah, Yang Berhormat-Yang Berhormat BN Sabah sekarang adalah KUASA PENENTU (Kingmaker) siapa yang akan menerajui Putrajaya.
Please understand and put it in your heads that without Sabah:-
BN would have lost power in Putrajaya!
Put it in your heads that you, Sabah BN is now the King Maker!

Sabah/Sarawak kini tidak lagi bergantung kepada Umno atau Kuala Lumpur lagi untuk memegang kuasa memerintah seperti yang sudah-sudah.
Fahamkan bahawa Kuala Lumpur/Umno tidak lagi dapat memeras ugut kita seperti dulu.
Sabah/Sarawak no longer depends on UMNO or KL to be in power!
Realize that KL/UMNO no longer hold you at ransom.

Sebenarnya, keadaan sekarang adalah terbalik. Umno/Kuala Lumpur memerlukan kamu/kita!
In fact, it is now the other way around!

Boleh dikatakan bahawa sekarang Sabah pegang belabak Kuala Lumpur.
It can be said that, Sabah, now literally holds Kuala Lumpur’s balls.


Sabah kini umpama seorang gadis jelita dipinang oleh dua lelaki bangsawan – Najib dan Anwar.
Sabah is now like a beautiful girl being fought over between two gentlemen – Najib and Anwar.

Najib memerlukan Sabah untuk meneruskan kedudukannya sebagai PM dan hanya boleh berjaya sekiranya BN Sabah menyokongnya.
Najib wants to stay in power as PM but he can only succeed with your support (Sabah BN).

Anwar juga mengidam tempat Najib sebagai PM tetapi beliau hanya boleh berjaya dengan sokongan Sabah.
Anwar also desperately wants to be PM and take over from Najib but he can only do that with Sabah’s support.

Keadaan begitu jelas sekali. Begitulah betapa kuatnya kamu YB-YB BN sekarang selepas PRU-13. Akuilah kuasa dan kekuatan ini dan ambil lah peluang dan kesempatan ini demi menafaat Sabah dan masa depan generasi akan datang.
So, That’s how powerful you are now after GE13. Recognize this power and opportunity and use this power for the benefit of Sabah and the future generations.

Perlu juga difahamkan bahawa situasi unik ini mungkin tidak akan timbul lagi.
This unique situation may never arise again.

Kini masanya sudah tiba untuk menunjukkan dan membuktikan komitmen sebenar kamu untuk memperjuangkan pemulihan hak-hak, hak kemerdekaan dan autonomi dibawah 20-Perkara yang kini sudah hilang sambil menuntutbalik hasil-hasil dan hasil minyak kita.
Now is the time to show your real commitment to the restoration of Sabah’s lost rights and autonomy under the 20 Points to recover our revenues as well as our oil resources.

CABARAN-CABARAN DAN KOMITMEN PEMIMPIN-PEMIMPIN SABAH

Tuan Speaker, terpulanglah kepada pemimpin-pemimpin kita samada bersedia menyahut cabaran-cabaran di hadapan kita kerana keputusan di tangan mereka.

Berfikirkan lah:- KEPUTUSAN DALAM TANGAN KAMU SEBAGAI KUASA PENENTU (KINGMAKER)

Buktikan bahawa YB-YB Kerajaan berusaha demi Sabah dan rakyatnya dan bukan kerana kepentingan peribadi.
Prove that you are working for the State and her people and not just for your personal interests.

Buktikan bahawa kamu YB-YB Kerajaan berusaha demi pemulihan keadilan dan kepentingan Sabah dan bukan kerana bos-bos kamu di Kuala Lumpur.
Prove that you are working to restore justice and for the interest of Sabah and NOT for your bosses in KL!

Buktikan bahawa kamu YB-YB Kerajaan menghormati dan memperjuangkan hak-hak dan keistimewaan Sabah di bawah 20-Perkara dan beringin Perjanjian Malaysia 1963 amnya dan Artikel 8 khasnya dipatuhi dan dilaksanakan.
Prove that you respect the Special rights of Sabah under the 20 Points and want the MA63 especially Article 8 to be implemented.

Buktikan bahawa Sabah bukannya negeri subservient Kuala Lumpur, bukannya sebuah negeri jajahan Malaya.
Prove that Sabah is not a subservient State of KL, not a colony of Malaya!

Namun bagitu, Kerajaan Sabah bersama-sama dengan Kerajaan Sarawak harus mendesak supaya AGENDA BORNEO dilaksanakan. KAMU BOLEH MENCAPAINYA.
In other words, the Sabah State Government, together with Sarawak should demand for the implementation of the Borneo Agenda. YOU CAN DO IT!

Sekiranya kamu YB-YB Kerajaan yang memerintah gagal mencapai matlamat ini semasa berpeluang dan berkuasa membuat sedemikian, MAKA kamu patutlah dan haruslah ditolak oleh rakyat Sabah dan dikeji oleh semua generasi akan datang. Ini adalah sebab kamu telah secara terang-terangan telah mengkhianati hak-hak dan aspirasi-aspirasi Sabah termasuk kehilangan hasil sebanyak RM50 bilion setahun, kehilangan hak kemerdekaan dan autonomi yang mengakibatkan rakyat Sabah hidup sengsara. Saya berharap Kerajaan tidak ingin keadaan tersebut berlaku dan tidak akan berbuat sedemikian.

If you failed to do this when you have the opportunity and power to do so, then you deserved to be kicked out by the rakyat and be condemned by the future generations because you have truly become a traitor to Sabah’s rights and aspirations, resulting in Sabah’s loss of more than RM50 billion a year in revenues, the loss of our independence and the suffering of our people. I don’t think the Sabah Government want to do that?

ULANGTAHUN JUBLI KE-50 (50th Anniversary)
---------------------------------------------------------
Tuan Speaker, pada bulan Ogos dan September tahun ini, kedua-dua Kerajaan Sabah dan Malaysia akan menyambut Ulangtahun Jubli Ke-50 Kemerdekaan Sabah dan Pembentukan Malaysia.
Kedua-dua peristiwa ini akan membuka peluang untuk kita semua mengkaji dan meneliti keberjayaan atau kegagalan atau kos dan kebaikan “Projek Malaysia”.
Tuan Speaker, in August and September this year both Sabah and the Federal Governments would be celebrating Malaysia’s 50th Anniversary and Sabah’s 50th year of independence. This would be a perfect time for all of us to evaluate and assess the success and failures or the cost and benefits of the Malaysia Project.

Adakah MALAYSIA hari ini apa yang diharapkan dan diidamkan oleh Bapa-Bapa Kemerdekaan kita?
Ini kah MALAYSIA yang kita ingini?
Saya yakin TIDAK …. Jauh bezanya.
Kita semua sangat tahu KENAPA IA TIDAK – KERANA:-
Is the Malaysia Today what Our Fathers of Independence envisaged? Is this the Malaysia we have wanted? I do not think so…far from it? We all know this…why? BECAUSE…….
Perlembagaan Malaysia yang telah disyorkan oleh IGC tidak dilaksanakan. Perlembagaan sekarang adalah Perlembagan Malaya 1957 yang telah diubah suai.
No New (Malaysia Constitution) was ever drafted as was recommended by IGC.
Malaysia telah dijadikan oleh pihak tertentu sebagai projek pengambilalihan Sabah/ Sarawak oleh Malaya dari British dan bukan suatu penggabungan atau perkongsian seperti yang dipersetujui tetapi suatu konspirasi diantara British-Malaya?
Malaysia was a take-over of Sabah and Sarawak by Malaya from the British not a merger or partnership as agreed but a British-Malaya conspiracy?
Janji-jani, jaminan-jaminan diketepikan dan tidak ditepati seperti Artikel 8 dalam Perjanjian Malaysia 1963.

Perjanjian Malaysia 1963 tidak dihormati dan tidak dilaksanakan dan janji-janji tidak ditepati atau seperti istilah di Semenanjung, “JANJI DICAPATI”.

Barangkali ramai daripada kamu YB-YB mungkin mengatakan bahawa Sabah jauh lebih baik daripada masa dulu? Secara ikhlas, Betulkah?
Many of you may say Sabah is far better than before? Really?

Atau pun Sabah akan jauh lebih baik dan maju sekiranya ianya dilayan dengan adil dan saksama
But how much better off Sabah would be if we were justly treated.

Lihatlah kedudukan Singapura dan Brunei sebagai perbandingan. Kedua-dua mereka bekas ahli-ahli kongsi dalam “Projek Malaysia”.
Look at Singapore and Brunei as comparisons. Both were once members of project Malaysia.

Brunei menarik keluar pada saat-saat akhir manakala Singapura memutus keluar dari Malaysia. Kedua-dua Negara ini bebas menikmati kemerdekaan mereka dan jauh lebih berjaya, jauh lebih selamat, lebih maju dan makmur.
Brunei decided against it while Singapore left it. Both are now free enjoying their independence and are much more successful, secure and prosperous.

Saya tidak mencadangkan pemisahan.
I am not advocating secession.

TIADA SEBAB Kenapa Sabah harus berpisah?
Why should Sabah secede?

Tapi, kita semua perlu faham bahawa Sabah tidak menyertai Malaysia, kita bersama-sama membentuk Malaysia seperti yang diperakui oleh YB. Sg. Sibuga kelmarin. We never joined Malaysia, we helped formed Malaysia as acknowledge by YB. Sg. Sibuga yesterday.

KITA juga tidak perlu memohon untuk Kemerdekaan, Sabah telah mencapai kemerdekaan dan kita berhak menentukan masa depan kita sendiri, BUKANKAH? We do not need to ask for Independence either, we have been granted self-government and we have the right to self determine shouldn’t we?

Apa yang saya ingin cadangkan ialah PENYELESAIAN, PEMBETULAN DAN PEMBAHARUAN. Bukankah ini baik untuk Sabah? What I am advocating is a solution, correction and restructuring. Is that good for Sabah?

DAN Perkara-perkara ini kita harus fikirkan bersama dan bertindak melaksanakannya dalam Ulangtahun Jubli Ke-50 ini.
And this is what we should think about and do in our 50th Anniversary.

Tuan Speaker, Sabah kini terus mengalami kerugian. Tiada sebab kenapa Sabah harus terus mengalami kerugian, sedangkan kita harus mendapat kebaikan daripada penggabungan Malaysia. Adakah Sabah harus terus mengalami kerugian lagi?
Tuan Speaker Sabah is losing all the way. Why should Sabah lose more when we should gain from this partnership? Are we going to keep on losing?

UNITE FOR SABAH’S COMMON INTEREST

Tuan Speaker, janganlah sampai kita gagal mempertahankan Negara Sabah tercinta kita. Marilah kita berganding bahu menyelamatkannya untuk masa depan anak cucu kita. Marilah kita bertindak melakukan sesuatu demi menyelesaikan permasalahan Sabah dan menyelamatkannya semasa kita berdaya.
Tuan Speaker, let us not fail this nation. Let us save the future for our children and their children. Let us do something to resolve this Sabah mess while we can.

Hanya ada satu jalan, iaitu kita perlu berkerjasama demi kepentingan bersama untuk Negara Sabah, Tanah Air kita yang tercinta.

Tiada maknanya jika kita sebagai pemimpin Sabah gagal mempertahankan Sabah – tiada maknanya memegang jawatan tinggi dan berkemewahan tetapi menggadaikan masa depan Sabah kerana tidak bertindak menyelamatkan Sabah semasa kita semua mampu berbuat sedemikian.
The only way to do it is to work together in the common interest for Sabah our beloved homeland. There is no point to be leaders if we failed to do something for our State – no point to be holding high positions and wealth only to lose the future because we did not do something to save Sabah when we are in a position to do so.

Tiada masa yang lebih sesuai berbanding dengan masa sekarang.
KALAU BUKAN SEKARANG, BILA LAGI? KALAU BUKAN KITA, SIAPA LAGI?

BERTINDAK SEKARANG SEBELUM TERLAMBAT, SELAMATKAN SABAH DAN SELAMATKAN MALAYSIA. There is no better time to do it than it is NOW! Do it NOW! You save Sabah, you save Malaysia!

Saya ada keyakinan YB SG. SIBUGA Datuk Seri Panglima Musa dan YB TAMBUNAN Tan Sri Pairin akan bertindak dan akan mencapai kejayaan. Sekiranya kamu YB-YB Kerajaan bertindak, saya akan tetap menyokong.

BERMULA DENGAN PEMBETULAN DALAMAN (Begin the correction with ourselves)

Tuan Speaker, dalam masa yang sedikit lagi ini, benarkan saya menambah sedikit lagi. Alang baiknya sekiranya kita dapat memulakan sessi ini, dalam Ulangtahun Jubli Ke-50 dengan pemerkasaan dan pembetulan kelemahan-kelemahan dalaman.
Tuan Speaker, it would be wonderful to start this session, this 50th Anniversary Celebration with self strengthening and correction of our own weaknesses.

Misalnya, Wakil Rakyat-Wakil Rakyat kita perlu berusaha dan bekerja keras dan berkesan berkhidmat untuk rakyat. Akan tetapi mereka tidak akan berkesan kerana mereka tidak diberi kemudahan pejabat, tiada kakitangan dan tiada peruntukkan untuk membiayai operasi asas. Kekurangan dan kelemahan ini perlu diatasi.
For example, our Wakil Rakyats need to work and be effective in serving the people but they cannot even do that because they have no office, no staff and no basic operational allocation. This weaknesses need to be solved, right?

Keduanya, kita harus memerlukan Wakil Rakyat berkhidmat untuk rakyat tetapi pada masa kini YB-YB sibuk mengejar projek-projek sebab mereka tidak berkemampuan berkhidmat dengan berkesan. Sikap ini hanya akan mengakibatkan budaya rasuah. Oleh yang demikian, kita harus membuat kajian semula kemudahan dan keistimewaan Wakil Rakyat seperti yang dilaksanakan di Sarawak dan Singapura supaya YB-YB dapat menumpukan usaha berkhidmat untuk rakyat.
Secondly, you want the Wakil Rakyat to serve the people but currently the YBs are giving priorities to getting projects because they have no money to serve the people. This encourages corruption. So why not review their allowances like Sarawak and Singapore so that they (YBs) can focus on their jobs.

Ketiganya, kita harus mengamalkan doktrin “Separation of Powers” atau Pengasingan Kuasa dan memastikan bahawa kuasa tidak berpusat pada cabang “Eksekutif”.
Thirdly, we should practice the doctrine of the “Separation of Powers’ to ensure that the powers of the Government is not concentrated in the executive branch.

Pada masa kini, segala-galanya ditumpukan dan berpusat pada cabang “Eksekutif” termasuk pentadbiran badan “Perundangan”. Bajet DUN tidak harus lagi berpusat dan diletak dibawah Jabatan Ketua Menteri sebab cabang “Perundangan” harus berdikari dan berhak menguasai dan mengawal bajet kewangan sendirinya.
At the moment everything is run by the executive including over the Legislative Body. Why should the DUN budget be under the Chief Minister’s department for example DUN should be a body of its own and should have its own budgetary allocation control.

Keempatnya, Kerajaan Sabah tidak harus bertangguh melaksanakan kuasa autonomi Sabah dalam 20-Perkara.
Kerajaan harus melaksanakannya secara keseluruhan. Adalah tidak betul untuk menggunakan hak istimewa imigresen untuk menghalang kemasukan Nurul Izzah dan Haris Ibrahim tetapi gagal menggunapakai kuasa yang sama keatas PTI.
Fourthly, please don’t be selective in implementing Sabah’s autonomy on the 20-Points. Do it in TOTAL. You cannot be using our special rights on immigration on Nurul Izzah and Haris Ibrahim but failed to apply the same provisions on illegal immigrants.

Tuan Speaker, mengenai PTI dan pengeluaran IC dan MyKad songsang seperti yang didedahkan di pendengaran RCI baru-baru ini, saya ingin mencadangkan agar Kerajaan Sabah mempertimbangkan dan melaksanakan pengeluaran Kad Pengenalan Sabah dan menghidupkan semula peranan dan unit Border Scouts dibawah Kerajaan Sabah untuk menambahkan peranan Kerajaan Pusat dalam Keselamatan Negara.

Tuan Speaker, sudah sampai masanya untuk Kerajaan Sabah ada transformasi sikap, minda dan tingkahlakunya supaya lebih progresif, lebih terbuka menerima idea-idea baru dan kurang defensive sambil lebih merangkumi segala lapisan masyarakat.
Tuan Speaker, it is time for this government to transform its attitude and thinking to be more progressive, more receptive to new ideas to be less defensive and to be more accommodative.

YA berpihak kepada kemerdekaan kenegaraan dan berpihak hak Sabah.

Yes, to be more independent and assertive in favour of the State.

Akhir kata, saya ingin memohon simpati daripada Kerajaan supaya menyelasaikan dan menyelaras tindakan-tindakan 3 buah Kementerian yang bertentangan di Kawasan Bingkor iaitu, (1) Kementerian Pertanian yang menjalankan skim pengairan padi sawah kepada 40 kampung tetapi sumber airnya daripada Sungai Bayayo akan terjejas jika Projek Water In-take oleh Kementerian Infrastruktur daripada Sungai yang sama dibuat di Bandukan sebab sungai yang kecil yang mengalir ke Bayayo akan ditelan oleh Water In-take ini. Dari segi projek, pada 2007 bila YAB Ketua Menteri telah merasmikan Upacara Pecah-tanah, project dijangka kos RM210 juta tetapi pada 2012 YAB Perdana Menteri telah mengumumkan projek tersebut dengan kos RM235 juta telah dibiayai melalui pinjaman daripada Kerajaan Persekutuan. Kenapa sebagai pinjaman dan bukan grant Persekutuan?
(2) Projek Pelancongan dan Rekreasi di Taman Bandukan yang digalakkan oleh Kementerian Pelancongan dan Alam Sekitar juga akan terjejas akibat Projek Water In-take ini jika ditempatkan di Bandukan.

Saya cadangkan supaya Projek Water In-take ini ditempatkan di lokasi yang asal – iaitu di Ulu Bandukan agar air Tabasan masih boleh dibekal melalui anak-anak sungai yang lain.

Jika ini dibuat semua Projek dapat dilaksanakan tanpa menjejaskan kehidupan rakyat. Paling-paling mangkali keuntungan kontraktor kurang sikitlah!
