Improve Power Supply and Efficiency Before Charging Higher Tariffs - DATUK DR. JEFFREY KITINGAN

“…  It’s a gross misconduct and misgovernance on their part creating a “lose-lose-lose” scenario for Sabahans”

Datuk Dr. Jeffrey Kitingan is the Chairman of STAR Sabah and State Assemblymen for N33, Bingkor, Sabah.
He also contested in P180, Keningau garnering 11900 strong votes

Image“The federal and Sabah governments along with their Ministers are failing the people in Sabah and turning a blind eye to unwarranted increases in the electricity tariffs in Sabah without solving the real problems.

It’s a gross misconduct and misgovernance on their part creating a “lose-lose-lose” scenario for Sabahans” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief in response to the 16.9% increase in tariffs for Sabah and Labuan compared to 15% increase in the Peninsula commencing next year.

The governments and Ministers need to understand that as the ruling regime, they are first and foremost, holding trusteeship as well as fiduciary and social responsibilities to the people.

They cannot put themselves in the shoes of TNB and SESB who are corporate bodies and not government agencies responsible for power generation, maintenance and supply.

If TNB and SESB cannot operate efficiently, then the government should stop their monopoly and open the electricity sector to other players. Let it be known that there are other capable Malaysian companies that are operating power projects in other countries and many are doing well without government subsidies.

The first loss for Sabahans is that there is absolutely no justification for any increase because there was already an increase in 2011 compared to no such increase in tariffs in the Peninsula since 1986 as acknowledged by the Minister, Datuk Maximus Ongkili, himself.

It’s a double increase and a double whammy for Sabahans as increasing costs caused by other factors such as cabotage as well as lower minimum wages compared to the Peninsula are increasing the burden on the people and affecting their daily lives.

The Sabah government and the federal Minister from Sabah should have fought for the exemption of any increase for Sabah.

“Why have they not done so? Are they so lame, useless and powerless or do not care for the people in Sabah?” queried Dr. Jeffrey.

The Sabah government and Sabah leaders should take lessons from the Chief Minister of Sarawak who announced that there will be no increase in electricity tariffs in Sarawak.

Secondly, the rate of increase of 16.89% compared to 15% in the Peninsula is not only an additional loss but a slap in the face for Sabahans and Sabah leaders.

Again, there is absolutely no justification for the higher rate of increase given that there was already an increase in 2011 and contrary to the federal government’s policy for 1-Malaysia.

The different rates of increase shows that it is 2-Malaysia, one for the Peninsula and the other for Sabah and Sarawak, the so-called equal partners in the Federation of Malaysia.

Why can’t the federal government be fairer to Sabah and ensure that the rate of increase, if at all and which is absolutely unjustified, be the same as the Peninsula?

Even with the lower rate of increase, the Minister announced that the federal government will be spending another RM14 billion for consumers in the Peninsula. Why is there no corresponding support for Sabah?

This higher rate of increase just only shows and confirms the “couldn’t care less” attitude, disrespect and non-prioritization of Sabah’s interests by the federal leaders from the Peninsula.

The matter is made worse for Sabahans when these federal leaders are ably aided by stooges from Sabah who just only know how to “kow-tow” to their political masters and have forgotten that they are in positions due to being voted in by the people in Sabah.

Even the people in the federal territory in Labuan are not spared and are burdened with the unfair increase. Labuan only remains a federal territory in name and is treated as a step-child or far-flung colony instead of being part of the “real” federal territory when the increase is the same as Sabah and not the Peninsula.

“Why isn’t the federal territory of Labuan not treated equally with the federal territories of Kuala Lumpur and Putrajaya. Why the double standards for Labuan? If it is a true federal territory, the rate of increase should be the same as the Peninsula” further queried Dr. Jeffrey.

The third loss is even greater for Sabahans. Like Sarawak, Sabah produces natural gas which is used by IPPs in the Peninsula who are subsidized to the tune of some RM19 billion a year while Sabah and Sarawak consumers get no such subsidy. This does not even include the RM26.6 billion that is going to Petronas and the federal government in 2014 from Sabah’s oil and gas.

If the federal government were just to transfer RM1 billion in subsidies to consumers in Sabah, the federal suffers no financial loss. On the other hand, the RM1 billion will give 833,333 households in Sabah free electricity of RM100 per month for a whole year.

“Why isn’t the Sabah government and the Minister of Energy who is from Sabah looking after the interests of Sabahans and fight for some concessions for consumers in Sabah on this gas that is coming from the earth in Sabah?”

At the local level, the Sabah government should ensure that SESB fulfill their obligations to the people in Sabah. SESB needs to ensure that there is a real improvement and consistency in power supply and operate with efficiency so that there could be a justification for any tariff increase.

Based on economic theory, if SESB improves its efficiency, it can only mean that the costs of generation of power supply are lowered and these savings will translate into a lower tariff for consumers. There is no basis for any tariff increase without real efforts being put in to provide efficient and consistent power supply.

Merely quoting that there is a reduction in SAIDI from 2,867 minutes/customer in 2009 to 557 minutes/customer in 2012 is a deflection of the real problems and inefficiency of power supply by SESB. It is a known fact of such inefficiency until SESB is also known as “Sabah Everyday Sure Blackout”.

Quoting a reduction in SAIDI to 557 minutes is only cheap publicity and nothing more than self-praise, a pat on one’s own back and aimed at misleading the people when its target was 450 minutes. They have missed the target by a mile. The true effort and target should be towards 0 minutes.

It has to be remembered that part of the decrease in SAIDI is due to an increase in the number of customers. Mathematically, the average SAIDI will also drop even if there is no reduction in the total amount as a higher number of consumers in 2012 compared to 2009 will result in a lower average SAIDI.

All said of the tariff increase, it is crystal clear that the federal and Sabah governments and the Sabah Umno/BN leaders have failed Sabahans.

All Sabahans should remember this when coming voting time in GE-14 and vote out leaders that do not look after the interests of Sabah and Sabahans and give the opportunity to other leaders to form the next federal and Sabah government.

Tarif elektrik tidak naik di Sarawak, kata SEB. SARAWAK FOR SARAWAKIAN

‘TNB failed in Sabah’, high time for Borneonisation.

KOTA KINABALU: Sabah consumer and social activist, Patrick Sindu, has suggested that the Sabah government retake power utility, Sabah Electricity Sdn Bhd (SESB), that they surrendered to Tenaga Nasional Berhad (TNB) two decades ago.

The u-turn, he said, was necessary to help resolve the unabated energy power problems in Sabah.

“In the beginning when TNB took over SESB 20 years ago, the reason given was to help the Sabah government solve its energy problems.

“Now the power problem in Sabah has become worse, so it is much better for the Sabah government to take back SESB and solve the problem,” he told FMT in an immediate reaction to the federal government’s announcement to increase power tariff from next month.

PRESS STATEMENT: “Implement Borneonisation, Safeguard Autonomy of High Court” - DATUK DR. JEFFREY KITINGAN

PRESS STATEMENT
“Implement Borneonisation, Safeguard Autonomy of High Court – Dr. Jeffrey”

Datuk Dr. Jeffrey Kitingan is the Chairman of STAR Sabah and State Assemblymen for N33, Bingkor, Sabah.
He also contested in P180, Keningau garnering 11900 strong votes

---------------------------------------------------------------------------

Kota Kinablau: “The Sabah government must ensure that the Registrar of the High Court here is headed by a Borneo native and not replaced by another Malayan and put to rest the rumours circulating over his replacement” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief commenting on the promotion of the current Registrar as a Judicial Commissioner leaving the vacancy to be filled.

Recently, 7 Borneo native non-Muslim Sessions judges and magistrates were transferred in one go in a highly unusual manner to the Peninsula. The rumor then was that the Registrar would be promoted and the 7 judicial officers were sent away and be removed from contention to be the replacement Registrar. It was also rumored that the replacement Registrar would be another Muslim officer from the Peninsula.

Well, so far the rumors have come true!

At the outset of the formation of Malaysia in 1963, the judiciary was to be one of the pillars of the rule of law for Sabah and Sarawak. Hence, the High Court of Borneo was created as an equal to the High Court of Malaya, both with an ultimate avenue of appeal to the Privy Council in London.

The High Court of Borneo (now High Court of Sabah and Sarawak) has jealously guarded its autonomy and rejected external interference from the Peninsula.

Since 1963, the Registrar of the High Court of Sabah and Sarawak has always been headed by a Borneo native until the current Registrar.

“If the new Registrar is to be someone from the Pensinsula, it runs smack of the Federal government’s Malayanization program” opined Dr. Jeffrey.

“It is also totally contrary to the Borneonization set out under the 20-Points and the Malaysia Agreement” added Dr. Jeffrey.

It only shows the colonial master mindset of the federal leaders from the Peninsula and the sheer trampling of the special rights and privileges of Sabah and Sarawak agreed upon in the formation of Malaysia.

It is just another step in the colonization of Sabah and Sarawak by Malaya.

The Sabah and Sarawak governments need to implement Borneonisation more effectively and ensure that the new Registrar of the High Court in Sabah and Sarawak will be a Borneo native to safeguard the autonomy of the High Court in Sabah and Sarawak and stop the Peninsula from meddling with the affairs of the judiciary in the Borneo States.

The Federal government (which is run by Malaya) should not be allowed to indirectly meddle with the High Court in Sabah and Sarawak and do as it pleases. The separation of powers in Sabah and Sarawak in the judiciary must be respected and safeguarded at all times.

As an additional step, the Sabah government must ensure that a Sabahan will be appointed as the next Director of the High Court in Sabah.

If not, it will not be surprising if the High Court in Sabah and Sarawak is completely taken over and usurped by the Peninsula in the foreseeable future.

The Sabah government needs to assert its authority for the sake of the future of Sabah and Sabahans and stop the Malayan manipulation of the High Court in Sabah and Sarawak by the Peninsula.

SARAWAK FOR SARAWAKIANS: ‘Mt Singai durians exclusive to Singai Bidayuh people’

KUCHING: Research will be done on the durian species planted in Singai area, including Mt Singai, to register it as an intellectual property of the Singai Bidayuh community.

Community Services Assistant Minister Datuk Peter Nansian Ngusie said a seed bank will be set up in the area to serve as a species collection centre.

Singai is well known for tasty and high quality durians, especially those planted in Mt Singai for many centuries. Therefore we must conduct research on the species to register it as an intellectual property of the Singai people.

"UNITED BORNEO FRONT" is the need of the hour - RAJAH RAQAFLUZ

Rajah Raqafluz (Pen name) is the admin for "STAR TODAY".
Believe in STAR Sarawak and United Borneo Front (UBF), advocate of Borneo Agenda, Friends of the Trust and a firm follower of Harunyahya.

"UNITED BORNEO FRONT" is the need of the hour

In the current world scenario, a country cannot live in isolation. Malaysia federation has literally been transformed into a global village wherein the interests of Sarawak, Sabah and Malaya are intertwined. This is the very reason behind formation of several domestic and local-based unions so as to enable various countries in a Malaysia federation (Sarawak, Sabah and Malaya) help coordinate with each other effectively for mutual gains.

Numerous domestic organizations either in the National level (Malaysia federation) or locally-based level (Sarawak-based, Sabah-based, Malaya-based) are all active within the framework of their own policies.

Unfortunately, none of these organizations have so far succeeded in weeding out evils from where we live. The only rational thing to do is therefore for people who espouse goodness; love and affection and get united against those groups that are allied with evil.

If the Sarawakians and Sabahans wished to emerge as a powerful, stable and prosperous bloc among the comity of nations, it must act as one.

The importance of unity has become more important in the current scenario. Absence of unity is preventing a common voice being heard from Sarawak and Sabah. These divides have left innocent Sarawakians and Sabahans at the mercy of others and literally unprotected. Helpless women, children and old people in Sarawak and Sabah all waiting for their brethren to save them from persecution. These innocent people are the responsibility of the Sarawakians and Sabahans more than anyone else.

Sarawakians and Sabahans need to forge unity among their ranks and to strive together if they are wronged.

We need to wage an intellectual struggle and get united against injustice and violence of human rights. It is high time Sarawakians and Sabahans formed an alliance on the lines of the United Borneo Front envisaging broader economic, political, military, social and cultural collaboration. If one studies the idea carefully, he/she would be surprised that the geostrategic location of the entire Borneo bloc makes the idea viable and easy to implement and if we pool all our resources and ease trade and travel regimens, the results will be beyond our imaginations. We will have an edge over all such unions, as ours will be a union of love, friendship and willingness. In that respect, the United Borneo Front will be a grand union of peace envied by all.

All the political parties and NGO that joins the United Borneo Front must promise to respect the independence, equality and sovereignty of the states in their common territory. In this way, member countries will maintain their own state structures but be able to act as a common and a single nation which is Malaysian Borneo toward the outside world on those matters on which they agree to collaborate. Member states should be independent in their internal affairs, and must encourage resolution of disagreements through peaceful means. Protection of minorities be ensured to gain respect worldwide. Of course, the tolerance inherent, peace, and the conception of love and union will be the reference points for the establishment of the fundamental principles of this union.

Malaysia federation has existed since 16 September 1963. In its present form, however, the federation is far from possessing the characteristics of this union of love we just proposed. The effectiveness of this conglomeration is still questionable.

It was founded to resolve the problems of Sarawakain and Sabahan and establish cooperation among countries. Unfortunately, it has miserably failed in resolving issues facing the Borneo territory or in emerging as a strong voice supporting Borneo causes.

In the wake of the unrest in Sarawak and Sabah in the Malaysia federation, foreign powers (Malaya) had to fill the gap of authority and power and intervene to resolve the internal issues of the Borneo territory. This is very saddening.

What needs to be done is the immediate and the imminent establishment of a voluntary union (United Borneo Front) that resolves problems, and looks at the development issues and problem resolution on a constant basis rather than just meeting once a year. It is time to act together to build Borneo territory in which Sarawakain and Sabahan live in peace and tranquility in a city constructed with artistry, in which quality of life is raised to the highest possible level and where all of us embrace each other wholeheartedly. This is perhaps the only way to get rid of the negative impact of the so-called spring that has marred all prospects of peace and prosperity in the Borneo territory.
